of British Insurance agents in Japan under the Trading
with the Enemy Proclamation of October 8th.
Sir E. Gray is advised that the obligations of the
agents, who are in Japan, must depend on Japanese Law.
So far, however, as the position of the insurance com-
panies in this country, whose agents are in question,
is concerned it would appear that they can carry on
business with German Insurance firmas in Japan (subject
to my Japanese law on the subject), but not with
branches in Japan of insurance companies in Germany.
Under English law there would appear to be nothing to
prevent British insurance companies from employing Indi-
vidual Germans in Japan as sub-agents,
